Burkina Faso: Free roaming emerges as a new step towards digital integration in the WAEMU region

Burkina Faso is taking steps towards regional digital integration through new bilateral roaming agreements signed in Ouagadougou on October 23, 2026. The agreements aim to make mobile communications more affordable for people travelling between participating West African countries.

First, the initiative seeks to reduce the difficulties faced by travellers who cross borders and need to stay connected with family, friends and business partners. By easing roaming conditions, the agreements aim to reduce the need to purchase a new SIM card when entering another participating country.

Furthermore, the agreements could benefit cross-border trade and economic activities. Lower roaming costs are expected to encourage the use of mobile services and make communication easier for traders, professionals and other travellers. Businesses operating across national borders could also benefit from improved connectivity.

Meanwhile, telecommunications operators will need to adapt to the new arrangements. Greater regional connectivity could create opportunities to reach customers beyond domestic markets while encouraging competition among service providers.

The agreements also reflect broader efforts to harmonise telecommunications regulations within the West African Economic and Monetary Union (WAEMU). By coordinating their approaches, participating countries aim to make digital services more accessible and support closer regional cooperation.

Ultimately, the initiative goes beyond reducing mobile communication costs. It represents an effort to ensure that the free movement of people across West Africa is accompanied by easier access to telecommunications services. However, the practical benefits will depend on how the agreements are implemented, including the applicable tariffs and conditions for subscribers in each participating country.
