Liberia is taking a major step toward strengthening its economic independence in the oil sector. The government is seeking to bring more offshore oil-related activities back into the country and ensure that a larger share of the resulting economic value benefits Liberian communities.
At the center of this strategy is a partnership between the National Oil Company of Liberia and Nigerian logistics company LADOL. The agreement is designed to establish a modern onshore support base in Buchanan and reduce Liberia’s reliance on neighboring countries for specialized oil services.
For years, offshore drilling activities have depended heavily on service facilities located in countries such as Côte d’Ivoire, Ghana and Senegal. As a result, many industrial and technical activities linked to drilling were carried out outside Liberia.
The new initiative aims to change this situation. By developing facilities in Buchanan, the government wants to keep more economic activity within the country. Waste management, technical support, logistics and other specialized services could increasingly be handled locally.
Moreover, the partnership with an experienced African company reflects Liberia’s effort to strengthen regional cooperation while developing its own industrial capacity. The objective is not simply to attract foreign expertise, but to use it to build stronger national capabilities.
Grand Bassa County is expected to play a central role in this transformation. Buchanan’s location and access to the Atlantic coast make it a strategic area for the development of offshore support infrastructure.
A feasibility study is expected to assess the site’s technical and economic potential. The evaluation will examine factors such as land conditions, access to the coastline, public infrastructure and possible benefits for local communities.
Furthermore, the project is being linked to Liberia’s future offshore development. Building the necessary infrastructure in advance could allow the country to respond more effectively when new exploration and production activities begin.
The initiative also places strong emphasis on local content. By developing national services around the oil industry, Liberia hopes to create jobs, support local companies and retain more of the sector’s economic benefits inside the country.
Ultimately, the government is seeking to turn the oil sector into a broader engine of national development. The strategy aims to ensure that Liberia is not simply a producer of natural resources, but also an active participant in the services and industries surrounding them.
Through this partnership, President Boakai’s administration is presenting Buchanan as a potential hub for Liberia’s emerging offshore oil economy and a new symbol of economic self-reliance.
