Togo: A bold path toward absolute financial sovereignty

First, Togo is setting an ambitious financial target for the coming years. By 2031, the country aims to collect 2,109 billion CFA francs in tax revenue. This objective is part of the Medium-Term Revenue Mobilization Strategy for 2027–2031. The plan is expected to reshape the country’s tax and customs policies. Through this long-term approach, the government is seeking stronger domestic financial autonomy and a more influential position in the sub-region.

Furthermore, current results already support this strategy. By the end of June 2026, the Togolese Revenue Office had collected 507.82 billion CFA francs. This represented a 14.3 percent increase compared with the previous year. The amount also accounted for 46.3 percent of the initial annual target of 1,338.9 billion CFA francs. These figures highlight the progress made in domestic revenue collection and show the growing capacity of national institutions.

Moreover, Togo’s tax administration is being transformed through a series of major reforms. The government is working to build a stronger and more reliable economic system. These reforms are expected to improve public revenue while supporting the country’s wider socioeconomic development. Each additional franc collected can strengthen the state’s capacity to finance national priorities and reduce dependence on international financial partners.

In addition, the government is combining ambition with institutional discipline. The strategy seeks to mobilize the country’s economic potential while creating stronger conditions for national development. President of the Council Faure Gnassingbé is presented as a key driver of this approach. His government is also maintaining regular dialogue with economic stakeholders to encourage cooperation and preserve national cohesion.

Meanwhile, this financial trajectory is strengthening confidence among international partners and investors. Better management of public resources can improve the credibility of the national economy. A more efficient revenue system can also provide greater visibility for businesses and economic operators. The government’s objective is therefore not only to collect more resources, but also to reinforce the foundations of a stable economy.

Finally, the 2031 target represents a major step toward greater financial independence. The government wants to transform tax and customs administration into stronger tools for national development. If the strategy delivers its expected results, higher domestic revenues could give Togo greater room to finance its priorities and strengthen its economic sovereignty.
